Decisions on a number of planning applications were made in the week beginning Monday, November 4.
Permission for a sign at Wagyu Bar And Grill, 75 Low Petergate, was denied by City of York Council on Thursday, November 21.
The proposal for the sign, which would have fronted the ginnel to the rear of the building, was denied because, according to a council document, the sign would have been "harmful to visual amenity and the significance of the host listed building and the central historic core conservation area."
On Monday, November 18, permission was granted for the change of use of the NatWest on 14 Main Street in Heslington to a mixed use ground floor convenience store and first floor single dwelling flat.
Among other conditions stipulated by the council, the proposed convenience store was not to operate outside of the hours of 8am to 8pm from Monday to Saturday and 10am to 4pm on Sundays and Bank Holidays, "to protect the amenity of the residents in the first floor flat."
For the same reason, the council stipulated that "details of all machinery, plant, and equipment to be installed in or located on the premises, which is audible outside of the premises, shall be submitted in writing to the Local Planning Authority for approval."
Permission for a change of use from commercial (use class E) and flat (use class C3) to house in multiple occupation (use class C4) at Tegz Hair Design, 1 Plantation Drive, York, was denied on Wednesday, November 20.
Among other comments, the council said: "The use of the property as a 5-bedroom HMO fails to provide adequate space within the boundaries of the site for appropriate car and cycle parking, and appropriate storage, and has poor internal layouts and levels of amenity to the ground floor and second floor bedrooms.
"Overall the proposal amounts to an over-development of the property as a 5-bedroom HMO, and which [sic] has a consequential harmful effect on the area, and the amenity of future occupants."
On Friday, November 22, permission was granted for the refurbishment of the existing fascia and totem sign at the Black Bull Hotel, on Hull Road in York, and for an amendment to the wording on the existing signage at the same premises.
